Alliance & Chamber Seek Investor Input to 2014 Legislative Policy Agenda

As the Government Relations Committee begins deliberating on the 2014 GCVAC Legislative Policy Agenda, I want to extend a special invitation to an Investors’ Legislative Issues Forum on Monday, September 16, 2013 at the Hilton Garden Inn in Cedar Falls from 8:00-9:00 am. This year, the Alliance & Chamber is offering an opportunity for investor involvement in legislative priority identification through this forum. Please come to hear from other investors what is on their minds as we begin crafting our 2014 agenda. Our hope is that this forum will give us an important head start and strengthen our efforts in identifying and prioritizing issues important to business in the Greater Cedar Valley as we build the Alliance & Chamber’s legislative agenda for the next session.

The October 11 Friday Forum will be at the Five Sullivan Bros. Center and the November 8 event will be at the Waterloo Center for the Arts.

Alliance & Chamber encourages voters to renew Hawkeye Community Collge Maintenance Levy

Board of Directors of the Greater Cedar Valley Alliance & Chamber resolve to support the approval of the renewal of the Hawkeye Community College  Maintenance Levy, and encourage the voters within the 10-county HCC District to approve the renewal on September 10, 2013.

Hawkeye Community College (HCC) delivers educational opportunities to students from all over the Cedar Valley Economic Area, and beyond. HCC serves as an important bridge into higher education for high school students wishing to advance their technical and general education, and presents educational options to high school students at a critical point in their educational experience. Further, HCC delivers 50 specialized career training programs developing a broad range of skills that are important to the continuing growth of the Cedar Valley economy and contribute to increasing the incomes of talented Cedar Valley people. These include such areas as health care technicians and nursing, teacher preparation, advanced manufacturing and basic industrial operations, green and sustainable construction and energy technologies, logistics and large vehicle drivers training, web design and information technologies, and more. HCC also collaborates closely with the University of Northern Iowa, Allen College, and other schools to ensure that higher educational programming is coordinated to deliver maximum productivity in the student’s experience, shorten the time the student must be in the formal educational setting as they seek to get into the job market quickly, and employers seek students to acquire basic skills to fill immediate openings in well paying, skill-based jobs.

To deliver these economy-building educational programs both efficiently and effectively, HCC must continuously maintain and improve its physical facilities. Since the primary programs of HCC are focused on the fast changing industries, continuously investing in more advanced technologies and methods, so too must HCC continuously invest in state of the art educational and training facilities to fully prepare the students to maximize their income when they enter the job market. For instance, Hawkeye has recently delivered facilities that, using advanced virtual technologies, reflect modern hospital and clinical conditions for healthcare technologist training; a center housing advanced driving simulators for logistics and large vehicle training; and are preparing to open, this fall, an advanced manufacturing center to ensure our production-oriented operations are receiving new employees with needed skills to advance the productivity and profitability of Cedar Valley industrial employers, as well as ensuring graduate building and energy technicians are well prepared to deliver the highest levels of expertise in energy efficiencies in construction and energy generation.

HCC has proven to be a good steward of the existing Maintenance Levy funds. The Levy has been authorized for nearly 50 years. The funds generated by the small levy have been used to continuously modernize and maintain the efficient campus.

HCC is highly beneficial to the Cedar Valley economy. It has an enrollment of over 6,000 students in college-credit programs. HCC also plays a significant role in establishing the Cedar Valley as an

ideal location to build a “second career” through lifelong learning and adult education courses. HCC is very efficient for Iowa: fully 94% of graduates stay in Iowa to contribute to our economy and participate in our communities. Cedar Valley businesses benefit from HCC’s $106 Million in annual economic benefits delivered, including over 1,300 jobs.

The impact of the extended levy of $.2025 per $1,000 of assessed value will cost the average district homeowner less than $11 per year, yet deliver over $1.7Million of revenue targeted to facilities improvements on the HCC campuses only.

Based on the high levels of reliance the Cedar Valley businesses have on the success of HCC, and that HCC’s role in skills training and higher education is increasing as talent and skills are what drives economic growth, that HCC has proven itself a good steward of the Maintenance Levy funds, and it is to the benefit of the Cedar Valley in greater skills delivered, converting to higher incomes and stronger communities throughout the economic area, delivered to students who primarily work at Cedar Valley businesses and institutions and live in the Cedar Valley, and the levy is a continuation of an existing levy that is well managed, the Board of Directors of the Greater Cedar Valley Alliance & Chamber resolve to support the approval of the renewal of the HCC Maintenance Levy, and encourage the voters within the 10-county HCC District to approve the renewal on September 10, 2013.

Further, the Board of Directors asks the CEO and his representatives to distribute its reasoning and action to the investor-members and general public through appropriate means and media.

Cedar Valley’s CUNA Mutual Group and Veridian Credit Union collaborate, fund implementation of Leader in Me in two area middle schools

Cedar Valley of Iowa – Two regional financial services organizations are collaborating to help ensure an effective leadership development initiative reaches the students of two more Cedar Valley area schools. CUNA Mutual Group and Veridian Credit Union have pledged to contribute a total of $105,000 to the Greater Cedar Valley Alliance & Chamber’s Leader Valley initiative to further implement The Leader in Me program

The Leader in Me builds valuable 21st century personal skills that correlate to success in education and the workplace.  As students put into practice the principles of Stephen Covey’s The 7 Habits of Highly Effective People, they become more self-confident and take ownership for their lives. Schools where The Leader in Me is implemented successfully see higher academic achievement, fewer discipline problems, and increased engagement among teachers and parents.

CUNA Mutual Group, through its foundation, committed $75,000 to sponsor implementation of The Leader in Me at George Washington Carver Academy Middle School and Kittrell Elementary, both in Waterloo, Iowa. Veridian Credit Union committed $30,000 to Kittrell Elementary.   Veridian also participates with Kittrell Elementary in the Partners in Education program. The sum will be distributed over a three year term. Initially, the gift will provide extensive training and materials to the staff and educators at these sponsored schools.

The addition of Kittrell and Carver the total number of participating schools in the Cedar Valley is currently 14, with an anticipated impact of 6075 students and 842 educators during the upcoming 2013-2014 school year. This number represents more than one third of total students and educators in the Waterloo, Cedar Falls, and Cedar Valley Catholic Schools.

Iowa Community Colleges Team Up To Improve Advanced Manufacturing Workforce


WATERLOO—A new campaign to promote careers and educational pathways in advanced manufacturing has been launched in Iowa.  Hawkeye Community College, along with the other Iowa community colleges, has teamed up to improve the state’s manufacturing workforce with the assistance of the Iowa-Advanced Manufacturing (I-AM) Consortium and Iowa Association of Business and Industry (ABI).

The “Elevate Advanced Manufacturing” campaign will begin by addressing the current public perception of manufacturing and educating Iowans on the opportunities that exist within this industry.

“When you ask the average Iowan about advanced manufacturing, they think of an outdated image – a dirty, unsafe work environment,” says Mike Ralston, President of ABI. “That simply is not the case. Iowa has strong, innovative companies that make cutting-edge products and are well-regarded as leaders in their industry,” says Ralston.

Computer savvy employees, a highly skilled and compensated workforce, and innovative products are the reality of the term, “advanced manufacturing”.  This industry relies on skills and creativity to produce highly-specified and complex products.  The website, www.elevateiowa.com, has been launched to support this campaign with the use of video testimonials, self-assessment career guides, job search tools, and training information.

By 2018, there will be a shortage of 6,672 skilled workers in the advanced manufacturing sector*. These available positions offer attractive pay and benefits packages. According to the Bureau of Economic Analysis in 2011, the average manufacturing worker made $77,060 annually, including pay and benefits, while the average worker in other industries earned $60,168.

“Iowa’s 15 community colleges offer a broad range of training opportunities within advanced manufacturing,” says Stephanie Ferraro, Project Manager of the I-AM Consortium. “With funding from the U. S. Department of Labor, the I-AM Consortium is building capacity in programs across the state. Colleges are redesigning and developing industry-influenced curriculum, embedding industry credentials into educational pathways, and purchasing state-of-the-art equipment to replicate the technology-rich work environment found in Iowa’s manufacturing sector. Now is the ideal time for those considering careers in manufacturing to begin training at their local community college.”

Manufacturing contributes the largest share of Iowa’s gross domestic product (GDP) at an annual level of $27.6 billion, more than 18 percent of the state’s economy. As of March 2012, Iowa’s manufacturing firms supplied 215,600 jobs to Iowans, representing 14% of the state’s total employment – and that number is growing.

In order to make a lasting impact on the state of Iowa’s economy – industry, government, and education have combined efforts. Key players include ABI, the I-AM Consortium, a collaboration of all 15 Iowa community colleges, and various programs throughout the State of Iowa including the Governor’s STEM initiative, Iowa Workforce Development’s online Job Bank, and more. Each party has a common goal: to elevate the perception of advanced manufacturing and to arm Iowans with the skills they need to engage in Iowa’s workforce.

Elevate Advanced Manufacturing’s message and efforts are in action throughout the state, including:

  • The Elevate campaign website will feature video testimonials, a self-assessment for potential career pathways, career search tools (powered by Iowa Workforce Development), information on training opportunities (at Iowa’s 15 community colleges), and ways for industry to get involved.   • Educational opportunities and curriculum integration with K-12 schools involving advanced manufacturing tours, speakers, and demonstrations.
  • Statewide media campaign using testimonials from skilled employees and manufacturers in Iowa.
  • Statewide events including exhibits at the Iowa State Fair with the American Welding Society booth, Iowa Speedway (Sept.7-8), Girls Scouts of Iowa Annual Conference, and more.

The Iowa Advanced Manufacturing Consortium (I-AM) is an Iowa community college initiative to elevate advanced manufacturing, funded through a $13 million grant from the U.S. Department of Labor’s Trade Adjustment Assistance Community College and Career Training (TAACCCT) Grant Program.  The Iowa Association of Business and Industry (ABI) has been the voice of Iowa business since 1903, and its mission is to collectively provide value to business and industry on issues impacting Iowa employers. ABI is currently comprised of over 1,400 Iowa businesses of all types and sizes employing more than 300,000 Iowans.

Greater Cedar Valley Alliance & Chamber Announces New Roles, Promotions

“It helps a very talented professional team do our jobs more effectively and increase the competitive stance of the Cedar Valley in a global economy.” This is how Steve Dust,  CEO of the Greater Cedar Valley Alliance & Chamber describes his motivation for announcing recent promotions within that economic and community development corporation.

The announcement describes a realignment of existing staff. No new hires were made, and no compensation adjustments were included in the process, Dust emphasizes. “We did this to operate more efficiently as a combined economic development, redevelopment, and community development organization, he says.  Team members who do similar things are grouped by related functions, yet it allows us to remain flexible to very quickly attack any opportunity or issue in our economic area.”

In the new alignment, Dust is supported by four vice presidents, including Lisa Skubal, CEcD, who was named Vice President of Economic Development. Lisa oversees all business expansion and recruitment programs, marketing and project management, talent recruitment and retention, and business and economic information gathering. “Lisa enjoys a statewide reputation as one of the best in our field. Her professional growth has given her the skills to lead the team that helps wealth creating businesses and institutions locate and expand in the Cedar Valley of Iowa,” explained Dust.

Dust also named Cary Darrah as Vice President of Community Development. “Cary was brought into the Alliance & Chamber structure to manage the TechWorks Campus redevelopment, in large part because of the marvelous job she did in Cedar Falls Main Street organization, said Dust. “She has the Campus on a good trajectory with The Green @ TechWorks project getting underway in Tech II, and several good manufacturing technology-related opportunities exploring space commitments in Tech I. As I looked at the skills necessary to deal with our Competitiveness and Amenities work, which includes things like networking and events, local issues management, improving our infrastructure for business growth, and Leader Valley educational programs, it matched up nicely with Cary’s organizational skills and interests,” concluded Dust.

“In many regards, the Alliance & Chamber is a growing, entrepreneurial small business,” explains Dust. “We’re growth-oriented, and focused on doing what’s expected of us by our customers and clients, our investor-members, and this team faces the same kind of challenges our investor-members do in handling all the human resources, IT, facilities, and administrative tasks, and holding each other accountable for the wise use of our talents and resources. We take this very seriously, and to oversee the administrative components of the Alliance & Chamber, we have elevated Sandi Sommerfelt to Vice President of Operations. Sandi was in a similar VP role at another business, and she’s demonstrated that she can effectively lead and keep us well organized.”

At the same time, the CFO role held by Sue Hansen, CPA, becomes a part-time position. “Sue has worked very hard to bring us to an even higher level of management reporting and compliance with changing requirements. Sue will remain focused on our financial reporting and major HR issues, where she also has deep experience and knowledge, while having more time for family pursuits and personal interests.” said Dust.

“As we looked at the goals we expect to accomplish for  the Cedar Valley business community and economic area this fiscal year (which began on July 1), and the number of complex and sometimes new challenges we’ll face, it became obvious to the senior team a realignment was necessary to get it all done effectively. It also permits me to spend more time on strategic business development, regional issues, and investor relationships.  We’ll still be stretched, but this arrangement of duties and leadership will help relieve that challenge”, claimed Dust.

Dust concludes, “I think the most important thing to communicate to our investor-members, the business community in general, and all of the partners we rely on in accomplishing our work is that there is a team of highly talented, motivated and enthusiastic economic and community development professionals working every day in the Alliance & Chamber to increase wealth and economic vitality in the Cedar Valley economic area.”

KWWL Building to Undergo Major Renovation

Remodeling project points facility toward the future with a nod to the past

6 June 2013 – KWWL today announced plans to renovate the historic KWWL building in downtown Waterloo. The building, located at 500 East 4th Street, has been the home of KWWL since 1958. The announcement stems from an exhaustive review conducted by the company over the past year to assess the facilities and the feasibility of renovation or relocation to another site. It was determined that the present and future needs of the company could be satisfied in the current location.

The station and building are owned by Quincy Newspapers, Inc., a private, family-owned company that operates 12 television stations, two radio stations and two newspapers. Quincy acquired KWWL in 2006.

This decision will launch an extensive, multi-million dollar two-phased rehabilitation and modernization program. The building is a four-story structure comprising 55,000 square feet and is considered an historic landmark of downtown Waterloo.

Phase One plans will include restoration of the building’s exterior, including the first-floor glass façade. Concurrently, the existing facilities of the television station will be brought up to contemporary broadcasting requirements. These plans call for first- and second-floor interior renovation. Phase Two of the project will involve renovation of the building’s third and fourth floor. The exact details of the Phase Two renovation are still in the planning stage.

The building, originally called the Overland Hanson Building, was built in 1914 and was a car dealership noted for its four floors of automobiles and service. The building still contains the oversized freight elevator used for transporting automobiles from floor to floor. Later, the building was known as the Insurance Building before becoming the KWWL Building in 1958.

Quincy is seeking federal and state historic designation for the property along with local support from the city of Waterloo. The company will begin the project upon successful completion of the historic tax credit application.

Advanced Manufacturing Hub Step Closer with State Funding

The Cedar Valley TechWorks is one step closer to becoming the physical location of an Advanced Manufacturing Hub for the region and state thanks to legislation adopted this week.  Nearly $4 million was included in Iowa Economic Development Authority appropriations for the project.

The IEDA’s Iowa Invocation Council, which will administer the funds, has been working closely with the Cedar Valley TechWorks and Greater Cedar Valley Alliance & Chamber to establish the Campus as the designated site for the Hub.

The bulk of the funds will construct improvements in the Tech 1 building on the Campus. A portion of the funds will be used for the University of Northern Iowa to purchase a 3-dimensional (3D) printer to fabricate on-demand molds for cast components  to support  advanced manufacturing , in collaboration with TechWorks.

“With this funding, we can make the capital and infrastructure improvements to the Tech 1 building needed to attract more technology and bio-products related industrial operations and partners to the campus. The investment in building improvements and equipment will prepare space for new businesses and educational programs, and bring tremendous momentum and excitement to the Campus as these projects move forward alongside the previously announced anchor projects,” states Cary Darrah, General Manager of the Cedar Valley TechWorks Campus. “ We are grateful to the entire Cedar Valley legislative delegation for its bi-partisan advocacy for this funding, especially Senator Bill Dotzler who really went to bat for the Cedar Valley and the TechWorks Campus. His work for this and other economic development issues this year is recognized by legislators from both sides of the isle.”

Jerry Thiel, Director of UNI’s Metal Casting Center is also optimistic about the impact of the collaboration on the industry statewide, “The capabilities of having technology like this will undoubtedly increase the overall competitiveness of Iowa manufacturers by allowing them to deliver products to the market at an unprecedented rate.”

“This is a substantial investment in advanced manufacturing not just for the Cedar Valley, but for the entire state of Iowa. It also shows UNI’s commitment to advanced manufacturing statewide.”

What this means to the Cedar Valley

“The Cedar Valley is known as Iowa’s center of Advanced Manufacturing,” states Steve Dust, CEO of the Greater Cedar Valley Alliance & Chamber.  “With the high concentration of manufacturing in our economic area, and the manufacturing technology -related resources of UNI and our higher education partners, the Cedar Valley is the prime location to establish the state’s hub of leading edge applied manufacturing technologies. As businesses and entrepreneurs from all over the Midwest access our equipment and facilities to improve and produce innovative products, we take another step in innovation led economic development in the Cedar Valley economy, and toward fulfilling the original vision for the Campus. We’re proud to be known as the Advanced Manufacturing Hub,” concludes Dust.

The Governor is expected to sign the bill into law before the end of June.

The Cedar Valley TechWorks is a 30-acre advanced manufacturing and biotechnology research, development and education center, and business and manufacturing cluster. The campus is located in downtown Waterloo, Iowa adjacent to the John Deere operations. The Cedar Valley TechWorks is owned and managed by the Greater Cedar Valley Alliance & Chamber.

CEDAR FALLS IS IOWA’S FIRST GIGABIT CITY

“CFU now offers  1-Gig service to every home and every business in the city making Cedar Falls Iowa’s first  ‘Gigabit City.’ There are fewer than 50, 1-Gig cities in the nation. CFU launches state’s fastest internet service

CEDAR FALLS IS IOWA’S FIRST GIGABIT CITY

CEDAR FALLS, IA Cedar Falls Utilities (CFU) launches internet service at 1 gigabit per second (GBPS) today, making Cedar Falls the first and only Iowa community on the nation’s short list of gigabit cities.

CFU’s gigabit service is available now at any Cedar Falls business or home. The service is delivered through CFU’s city-wide fiber optic network, completed earlier this year. About 400 rural Cedar Falls properties also have access to the service.

“We can turn up a customer’s gigabit service on the same day they ask for it, if not the same hour,” said CFU General Manager Jim Krieg. “The facilities are already in place, so we can activate the service remotely from our network operations center.”

Cedar Falls Community Services Manager Robert Seymour says the “gigabit city” label will put Cedar Falls on the map for a broader list of business prospects.

“This is a great tool for promoting Cedar Falls as a place to locate or expand a business,” says Seymour. “It’s an important part of the complete infrastructure package we bring to the table, and it means we can compete with the best broadband communities anywhere in the country.”

CFU’s high-speed internet service dates back to 1996, years before similar service became available in most of Iowa. “Back then, a 10 megabit connection easily met the needs of a high-demand business user,” Krieg recalls. “The service we’re launching today is 100 times as fast.”

“One of the biggest changes we’ve seen is the transformation of broadband access from an innovation back in the ‘90s, to a convenience that people want, to an essential service for businesses and families,” Krieg said. “Today customers are looking for more than speed. They demand the highest reliability for their broadband connections, just as they do for electric or water or gas service.”

To meet that need, CFU designed its city-wide network and external internet connections with diverse fiber paths and back-up capacity. “Our network is set up to maintain service to customers even when something breaks,” says Network Manager Rob Houlihan. “Say there’s a fiber cut between here and Chicago that takes one of our upstream providers out of service. Our other transport paths and bandwidth sources handle the traffic, without disruption for the customers.”

Krieg notes that CFU serves more than 600 businesses and 11,000 home internet customers today, and most will not immediately upgrade to gigabit service. “With this launch, we’re upgrading our top business tier customers from 200 MBPS to gigabit service at the same price,” he said.

Bandwidth demand from CFU’s internet customers has grown rapidly, and more than doubled in 2012. “Experience shows that when we deliver more bandwidth, customers find innovative ways to use it,” Krieg says. “We expect demand for gigabit service to start small, but grow fast.”
